SENATE BILL NO. 166 "An Act relating to registration of a motor                
vehicle, and issuance, renewal, reinstatement, and revocation of a             
driver's license for failure to appear in court or failure to pay a fine"      
was read the second time.                                                      
                                                                               
Senator Pearce moved and asked unanimous consent for the adoption              
of the Finance Committee Substitute offered on page 3965.  Senator             
Donley objected.

Senator Taylor moved and asked unanimous consent that CS FOR                   
SENATE BILL NO. 166(FIN) be considered engrossed, advanced to                  
third reading and placed on final passage.  Without objection, it was
